हस्‍तिशल्‍प सप्‍ताह के अंतर्गत 6 से 20 दिसंबर, 2010 तक दिल्‍ली हॉट में क्राफ्ट कार्निवाल

कपड़ा मंत्रालय के अधीन कार्यरत विकास आयुक्‍त (हस्‍तिशल्‍प) का कार्यालय हस्‍तशिल्‍प में निपुण लोगों को उनके उत्‍पादों के विपणन एवं प्रदर्शन के लिए एक मंच प्रदान करने के उद्देश्‍य से हस्‍तिशल्‍प सप्‍ताह के अंतर्गत 6 से 20 दिसंबर, 2010 तक आईएनए मार्केट के सामने स्थित दिल्‍ली हॉट में क्राफ्ट कार्निवाल (हस्‍तशिल्‍प स्रोत का प्रदर्शन) का आयोजन कर रहा है।इसमें 170 से भी अधिक निपुण हस्‍तशिल्‍पी अपने विशिष्‍ट उत्‍पादों की बिक्री के लिए उसे जनता के सामने रख रहे हैं ।कल पहली बार खरीददार-विक्रेता बैठक आयोजित की गई थी, ताकि बड़ी मात्रा में खरीददारी करने वाले लोगों और निर्यातकों का हस्‍तशिल्‍पियों के साथ सीधा संपर्क कायम हो सके और वे विपणन से जुड़ी समस्‍याओं को समझते हुए नियमित तौर पर व्‍यापारिक संबंध कायम कर सकें ।इस बैठक में 50 संभावित खरीददारों/निर्यातकों ने भाग लिया । भारत सरकार की ओर से कपड़ा मंत्रालय में सचिव श्रीमती रीता मेनन और विकास आयुक्‍त (हस्‍तशिल्‍प) श्री आर. एन. चौबे ने अपने-अपने अधिकारियों के दल के साथ भाग लिया ।भारतीय फैशन डिजाइन परिषद (एफडीसीआई) के अध्‍यक्ष श्री सुनील सेठी ने विभिन्‍न हस्‍तकौशल उत्‍पादों की मांग और आपूर्ति, चीन जैसे पड़ोसी देशों के साथ प्रतियोगिता और समस्‍याओं को हल करने के बारे में अपने अनुभव बांटे, ताकि इनके निर्यातकों को मजबूत किया जा सके ।कपड़ा सचिव श्रीमती मैनन ने कहा कि सार्वजनिक-निजी भागीदारी के अधीन आधारभूत सुविधाएं विकसित करने के लिए मंत्रालय के पास योजनाएं हैं । ऐसा माना जाता है कि इसमें भाग लेने वाली एजेंसियों ने विभिन्‍न उत्‍पादों की आपूर्ति के लिए 2.50 करोड़ रुपये मूल्‍य के तत्‍काल आर्डर दिए ।

शिल्‍पकारों के भत्‍ते का 12 प्रतिशत अंशदान एडब्‍ल्‍यूएफ में करना

सूक्ष्‍म, लघु और मध्‍यम उद्यम राज्‍यमंत्री (स्‍वतंत्र प्रभार) श्री दिनशा पटेल ने आज एक लिखित प्रश्‍न के उत्‍तर में बताया कि खादी एवं ग्रामोद्योग आयोग (केवीआईसी)/राज्‍यों/संघ राज्‍य क्षेत्रों के खादी एवं ग्रामोद्योग बोर्डों के साथ पंजीकृत खादी संस्‍थानों के लिए शिल्‍पकारों की सुरक्षा में बढ़ोतरी करने और आवश्‍यकता के समय अन्‍य सहायता देने के लिए शिल्‍पकार कल्‍याण निधि (एडब्‍ल्‍यूएफ) बनाना अपेक्षित है। शिल्‍पकार कल्‍याण निधि न्‍यास के प्रमुख कार्यों में शिल्‍पकारों को बेटी के विवाह, चिकित्‍सकीय उपचार आदि जैसे अवसरों पर जब और जैसे अपेक्षित हो वित्‍तीय सुरक्षा प्रदान करना शामिल है। एडब्‍ल्‍यूएफ को प्रदान की गई राशि सामान्‍यत राष्‍ट्रीयकृत बैंकों में फिक्‍सड डिपॉजिट में रखी जाती है। खादी संस्‍थानों के लिए शिल्‍पकारों के भत्‍ते का 12 प्रतिशत अंशदान एडब्‍ल्‍यूएफ में करना अपेक्षित है, जिसके लाभ खादी संस्‍थानों के वैतनिक कर्मचारियों के अलावा सभी शिल्‍पकारों को प्रदान किए जाते हैं। प्रत्‍येक शिल्‍पकार के संदर्भ में एक अलग खाता, जिसमें उसके द्वारा किया गया योगदान संस्‍थान द्वारा किए गए अंशदान सहित दर्शाया गया हो, अनुरक्षित किया जाता है। किसी शिल्‍पकार की मृत्‍यु होने की स्थिति में एडब्‍ल्‍यूएफ में उसके क्रेडिट की समस्‍त राशि का भुगतान उसके कानूनी उत्‍तराधिकारी अथवा नामांकितों को कर दिया जाता है। आंध्रप्रदेश सहित देश में एडब्‍ल्‍यूएफ द्वारा शिल्‍पकारों को प्रदान की जाने वाली सहायता/मदद के संदर्भ में जिला-वार सूचना का केन्‍द्रीय तौर पर अनुरक्षण नहीं किया जाता है।

हस्तशिल्प विभाग ने इस बार बहुत ही कम मेलों का आयोजन कर रहे हैं.जिससे कारीगरों को परेशानी का सामना करना पड़ रहा है| अगर मेले लगा भी रहे हैं तो यह भी कारीगरों की पहुँच से बहार हैं कई कारीगर तो अपनी कला को छोड़ परिवार का खर्चा चलाने के लिए या तो रिक्शा चला रहें हें या फिर मजदूरी कर घर चलाने को मजबूर हें|
कारीगरों ने बाताया कि मेले नहीं लग पाने के कारण कारीगर आज भूखे मरने कि कगार पर हैं| अगर कारीगर इतना धनी व पैसे वाला होता तो मेलों स्टाल लगाने कि क्या जरुरत होती | रोजी - रोटी का यही एकमात्र साधन है| जिससे अपनी आजीविका चलती हैं| जैसे किसान को बारिश का इंतज़ार रहता है उसी तरह शिल्पियों को जब भी कहीं मेले लगने कि सुचना मिलती है तो कारीगर ख़ुशी से फुले ही नहीं समाते हें हस्तशिल्प विभाग से कारीगरों कि मांग है कि ज्यादा से ज्यादा संख्या मैं मेले लगाएं ताकि कारीगरों का ज्यादा से ज्यादा माल मेलों मैं बिक सके

दिल्ली के कारीगरों द्वारा बनाए गए ग्रोमोद्योग के आईटम भी देखने को मिलेंगे

फरीदाबाद। हर साल की तरह इस साल भी राज्य स्तरीय खादी ग्रामोद्योग प्रदर्शनी सेक्टर-12 स्थित हुडा के मैदाम में 4 से 19 दिसंबर तक चलने वाली इस प्रदर्शनी में इस बार खादी के साथ-साथ रेडिमेड गारमेंट्स की धूम रहेगी। भारत सरकार के सूक्ष्म, लघु एवं मध्यम उद्यम मंत्रालय के तहत खादी ग्रामोद्योग मंडल, कुरुक्षेत्र द्वारा पिछले दस सालों से खादी को बढ़ावा देने के लिए यह प्रदर्शनी लगाई जा रही है। प्रदर्शनी के संचालक देवेंद्र शर्मा ने बताया कि इस बार इस प्रदर्शनी में 100 स्टॉल होंगे। इस बार खादी के साथ फैशन का अनूठा मिश्रण देखने को मिलेगा। प्रदर्शनी में महाराष्ट्र, उत्तर प्रदेश, राजस्थान, गुजरात, जम्मू-कश्मीर, पंजाब और दिल्ली के कारीगरों द्वारा बनाए गए ग्रोमोद्योग के आईटम भी देखने को मिलेंगे। खादी ग्रामोद्योग आयोग के पूर्व अध्यक्ष डा. जसवीर सिंह इस प्रदर्शनी का उद्घाटन करेंगे।

राष्ट्रीय हाथ करघा वस्त्रों की प्रदर्शनी 'नेशनल हैण्डलूम एक्सपो-2010' नौ दिसम्बर तक

M.P. Pavilion - Showcase of States Development

Madhya Pradesh Commerce & Industry Minister Shri Kailash Vijayvargiya today invited the investors to come and invest in the state as the state has conducive atmosphere and has immense potential which can be tapped. LOW INTEREST LOAN TO WEAVERS

Under the Comprehensive Handloom Cluster Development Scheme (CHCDS) introduced for integrated and holistic development of mega handloom Clusters, provision inter-alia exist for credit at concessional rate from lending Institutions. However, so far the proposals of the mega clusters have not matured to avail credit at concessional rate under the said scheme. This information was given by the Minister of State for Textiles, Smt. Panabaaka Lakshmi in a written reply in the Rajya Sabha today to a question raised by Shri Narendra Kumar Kashyap.
The Minister further stated that loan is not extended under any of the schemes of the office of the Development Commissioner for Handlooms, Ministry of Textiles. However, to make the beneficiaries avail the working capital loan from the Banks, an amount of Rs.1279.693 lakh has been released as margin money during the last three years under Integrated Handlooms Development Scheme(IHDS).

DAYANIDHI MARAN PRESENTS SHILP GURU & NATIONAL AWARDS TO MASTER CRAFTSPERSONS & MASTER WEAVERS.

Thiru Dayanidhi Maran, Textiles Minister, presented Shilp Guru Awards and National Awards for the year 2007 and 2008 to handicrafts artisans, master crafts person and master weavers at a glittering ceremony held here today.
While speaking on the occasion, Thiru Maran said that these are not just Awards but the Nation’s gratitude shown to all master crafts persons and weavers for their outstanding contribution in the field of handicrafts and handlooms. While giving the details for the exports of handicrafts and handlooms for the current year, Thiru Maran said that exports of the handicrafts during April – October has touched US $ 1.07 billion , as against US $ 864 million in the corresponding period of 2009-10, denoting an increase of 24 per cent over the previous year. Whereas exports of the handlooms during April – July were US $116.76 million, as against US $71.65 million during the corresponding period of last year, denoting an increase of 63%. The target set for the exports of handlooms is Us $ 300 million during the current financial year, Thiru Maran added. He expressed the hope that Shilp Gurus , Masterweavers and Mastercraft persons and the entire handlooms and handicrafts sectors will strive for achieving the export targets set by the Government.
Thiru Maran expressed the satisfaction over the several schemes of the Textiles Ministry being implemented to help the artisans and weavers to upgrade their skills and processing techniques so as to enable them to obtain additional income, Thiru Maran said. He said that financial assistance of Rs. 70 crores is given to each mega clusters to provide infrastructure and production facilities through adoption of Comprehensive Handloom Cluster Development Approach. In addition, the Ministry has also launched recently Integrated Skill Development Scheme for the upgradation of the skills of 30 lakh workers in 5 years with an outlay of Rs. 2400 crore. These workers include 13 lakh handicraft artisans and over 1.5 lakh handloom artisans, Thiru Maran said.
Thiru Maran further said that Textile Ministry is seriously considering to launch a dedicated scheme at a cost of Rs. 136 crore for North-Eastern Region for providing handicraft artisans belonging to that region facilities for design development ,marketing, infrastructure and skill ulpgradation.
During the ceremony, Thiru Maran presented Shilp Guru Awards to 20 handicraft artisans and 91 National Awards to the master craftspersons and master weavers.
At the function, Smt. Panabakka Lakshmi also addressed the gathering and highlighted the various welfare schemes for handloom weavers and handicrafts artisans being implemented by the Textiles Ministry.
The function was attended by Smt. Rita Menon, Secretary. Textiles, development Commissioner (Handlooms), Development Commissioner (Handicrafts) and senior officials of the Ministry.
BACKGROUND: (A)The Shilp Guru Award for the Mastercraftspersons was introduced during the year 2002 on the occasion of “ Golden Jubilee Year of Handicrafts Resurgence in India and these awards are conferred to legendary mastercraftspersons of Handicrafts whose work and dedication have contributed not only to the preservation of rich and diverse craft heritage of the country, but also to the resurgence of handicrafts sector as a whole.
Each Award consists of one mounted gold coin, one shawl and a citation. In addition, financial assistance to the extent of Rs. 6.00 lakhs is also gien to each selected Shilp Guru to innovate and create 5 new products of high level of excellence, high aesthetic value and high quality befitting the stature of the Guru.

Crafts of India Gallery at INA Metro Station to Showcase Handlooms and Handicraft Works

Shri Dayanidhi Maran, Minister of Textiles, while inaugurating the “Crafts of India Galleries” at INA metro station here today, stated that his Ministry has been enabling in the development of handicrafts and handloom sector in order to ensure that crafts persons and weavers who are the examples of living traditions are helped in showcasing their works at an appropriate platform. The Textiles Ministry is also making a constant effort to acquaint people from all walks of life, particularly the youth of India and the foreign visitors with the exquisite handlooms and handicrafts of the country which are an intrinsic part of the ‘Incredible India’ story, he informed. Shri Jaipal Reddy, Minister of Urban Development, Smt. Sheila Dikshit, Chief Minister of Delhi, Smt. Panabaaka Lakshmi, Minister of State for Textiles, Ms. Rita Menon, Secretary, Textiles and Shri E. Sreedharan MD, Delhi Metro Rail Corporation Ltd. were also present on the occasion.
The Minister observed that Metro Stations are popular spots in Delhi, attracting large number of footfalls every day. It was felt that showcasing the strength of Indian tradition of crafts and weaves at Metro Stations would be an excellent way to acquaint the commuters with the depth and richness of traditional crafts and weaves. Therefore, select forms of paintings, crafts tradition and weaves were accordingly chosen, characterizing the ethos and styles from across the length & breadth of the country depicting the richness of its tradition and its diversity.
The crafts of India gallery at INA Metro Station will showcase 58 Panels crafted by Master crafts persons and Weavers from Handloom & Handicrafts sector. It has 16 panels of hand embroidery, 10 panels of hand woven artifacts and 22 panels of traditional paintings and murals depicting crafts, weaving style and paintings as detailed below:

Information panels have been put at each of the 3 entrances of the Metro Station providing information about the crafts displayed. This project has entailed an investment of Rs.1.87 crores from Ministry of Textiles.
Later Shri Maran informed that the Ministry of Textiles has also prepared a coffee table book indicating nuances of the artifacts displayed at this station to supplement the “Crafts of India” project. This coffee table book will be sold at Dilli Haat, Central Cottage Industries Corporation (CCIC) showroom and at the INA Metro railway station. This book has details of all the panels exhibited at the station. During the inauguration function, Secretary (Textiles) handed over the artifacts to MD DMRC.

खादी ग्रामोद्योग कर्मियों ने धरना-प्रदर्शन किए

सोमवार को प्रदेश के सभी खादी ग्रामोद्योग को बंद रखा गया है। केंद्र द्वारा ग्रामोद्योग को निजी हाथों में सौंपे जाने के विरोध में खादी ग्रामोद्योग कर्मियों ने धरना-प्रदर्शन किए। खादी ग्रामोद्योग सेवा सदन गुड़गांव के सचिव मामचंद शर्मा ने कहा कि देश को आजादी दिलाने के लिए अंग्रेजी हुकूमत का विरोध ही नहीं, बल्कि स्वदेशी उत्पाद को बढ़ावा देने वाले खादी को ही बाजार से हटाने की साजिश की जा रही है। खादी को अब ग्रामोद्योग से हटाकर कारपोरेट हाउस के हाथों में दिए जाने की तैयारी केंद्र सरकार कर रही है। उन्होंने कहा कि केंद्र सरकार की ओर से खादी को आम आदमी के पहुंच से बाहर करने के लिए अब उस पर दी जा रही सभी छूट को खत्म कर दिया गया है। गांधी जयंती पर भी खादी की खरीद पर दिए जाने वाली तीस फीसदी की छूट अब लोगों को नहीं मिल सकेगी। सोहना खादी ग्रामोद्योग मंडल के सचिव नरेंद्र यादव ने बताया कि गांधी जयंती से 120 दिन बाद तक खादी के खरीद पर तीस फीसदी की छूट दी जा रही थी। इसके अलावा अन्य दिनों में दस फीसदी की छूट दी जाती थी। ये सभी छूट खत्म कर दी गई हैं। उन्होंने बताया कि खादी ग्रामोद्योग के सभी कर्मी इसके विरोध में आंदोलन करेंगे। सोमवार को गुड़गांव के सभी ग्रामोद्योग की दुकानें बंद रहीं।

DEVELOPMENT OF COTTAGE INDUSTRY

The Ministry of Micro, Small and Medium Enterprises (MSME) during 2008-09 and 2009-10 has approved the following six new schemes for development and promotion of the khadi and village industries sector through the Khadi and Village Industries Commission (KVIC) for implementation:-

“Prime Minister’s Employment Generation Programme (PMEGP)” for creation of additional employment opportunities through establishment of micro enterprises. The Scheme is being implemented through the KVIC as the single nodal agency at the national level. At the State/Union Territories level, the scheme is implemented through field offices of KVIC, State/Union Territory Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) with the involvement of Banks. Under this Programme, entrepreneurs can establish village industries, by availing margin money assistance from the KVIC / KVIBs of States & Union Territories/ DICs and loans from implementing public sector scheduled commercial Banks, selected regional rural Banks and co-operative Banks, etc., for projects with a maximum cost of Rs. 10 lakh each in the service/business sector and up to Rs.25 lakh each in the manufacturing sector.

(ii) Scheme for “Enhancing Productivity and Competitiveness of Khadi Industry and Artisans” with the objective, inter alia, to make khadi industry more competitive with more market-driven, profitable production and sustained employment for khadi artisans and related service providers by replacement of obsolete and old machinery and equipment and repairs to/renovation of existing/operational machinery and equipment, extend an evenly balanced and need-based support in all areas of Khadi activities viz. production, distribution, promotion and capacity building.

(iii) Workshed Scheme for Khadi Artisans to provide financial assistance exclusively to khadi spinners and weavers belonging to below poverty line (BPL) category for construction of worksheds.

(iv) Scheme for Strengthening of Infrastructure of Existing weak Khadi Institutions and Assistance for Marketing Infrastructure’ to assist identified weak khadi institutions so as to enable those institutions regain their status and revive their potential for reemployment, and improving marketing of khadi products through development of marketing infrastructure, including renovation of selected sales outlets of khadi institutions, on a limited basis.

(v) Market Development Assistance (MDA) Scheme on production of khadi for implementation with effect from 01.04.2010 by KVIC during 2010-11 and 2011-12, which envisages financial assistance @ 20% of production value on khadi and polyvastra which will be shared among artisans, producing institutions and selling institutions in the ratio 25:30:45. Under the new system of MDA, sales are expected to be evenly spread throughout the year, the institutions will have the flexibility to use the assistance in improving the outlets, products, giving incentive to customers, etc.

(vi) Khadi Reforms and Development Programme funded by the Asian DeveloBank with provision for setting up of a marketing organization through private participation, including market development like market survey, design inputs, brand building, khadi mark, promotion, etc., opening of 20 new sales outlets in metropolitan cities and State Capitals and renovation and modernization of around 1200 sales outlets.

The details of targets set by KVIC for these six schemes for year 2010-11, are :-

SCHEME FOR INTEGRATED SKILL DEVELOPMENT FOR TEXTILES SECTOR LAUNCHED

With an objective of capacity building of Institutions providing skill development & training in Textiles Sector, Thiru. Dayanidhi Maran, Union Textiles Minister launched a new Integrated Skill Development Scheme for the Textiles & Apparel Sector, including Jute & Handicrafts here today in the presence of Tmt. Panabaaka Lakshmi , Minister of State for Textiles. While announcing this at a press conference, Thiru Maran said that this new Scheme is in line with the Policy announcement of the Government, in the Current Five Year Plan. The Finance Minister, in his budget speech in the current year had announced launching of a new scheme in Textiles Sector envisaging skill development of 30 lakh persons in 5 years. In the National Skill Development Policy, a sectoral target of training 100 lakh persons by the year 2022 in the Textile sector has been fixed, he added.
Giving the highlights of the Scheme, Thiru. Maran said the current Scheme envisages an investment of Rs 272 crore of which, the Government contribution would be Rs 229 crore during the balance two years of XI FYP (i.e., 2010-11 & 2011-12); and a physical target of 2.56 lakh persons in the said two years. Thiru. Maran further said that it also comprises of a PPP component in a Pilot mode for private sector participation in providing the skill training. The Scheme also envisages concurrent evaluation and the performance would be adjudged in the said two years. Based upon the performance & after making necessary modifications/ adjustments, the Scheme would be scaled up in the next three years to meet the targets. In order to ensure transparency, and creation of a Skills Exchange, the Scheme also provides for an MIS system, Thiru. Maran added.
The Salient Features of the proposed Scheme are as follows:-
The Scheme would work on the basic principle of leveraging on existing resources and infrastructure as advised by the Planning Commission. Further, private sector participation would also be encouraged. It would cover all segments under the ambit of the Ministry, viz.
Textiles and Apparel ,Handicrafts, Handlooms, Jute, Sericulture ,Technical Textiles
All facets of skill development will be covered viz. Basic Training, Skill up gradation, Advanced Training in emerging technologies, Training of Trainers, orientation towards modern technology, retraining, skill up gradation, managerial skill, entrepreneurship development etc. The training programme will be designed based on industry demand in different segments. The emphasis will be on measurable outcomes, wherein it will be ensured that all successful trainees are certified through an accredited agency.
The proposed scheme would have two broad components-
Component-1 – Skill development by augmenting and strengthening the capacity of institutions and schemes under Ministry of Textiles. Through this component, the target would be to train an estimated additional 2.20 lakh persons in various skill sets covering all segments under the ambit of the Ministry of Textiles over a period of 2 years.
Component-2 – Skill development in partnership with the private sector. The target would be to train an estimated 0.36 lakh persons in all segments through a PPP model over a period of 2 years.
Component – I : Details The component proposes to upgrade the training facilities in the Powerloom and Weaver’s Service Centres (44 PSCs and 25 WSCs) and 8 Textile Research Associations (TRAs); 56 Apparel Training and Design Centres (ATDCs); 5 Indian Institutes of Handloom Technology(IIHTs); 9 main Research and Training institutes under the Central Silk Board for Sericulture; Institute for Jute Technology (IJT); 4 Centres of Excellence for Technical Textiles, institutes that have institutional tie-ups under the schemes set up for training in Handicrafts etc. The training institutions supported under the scheme shall be required to enter into partnership with industry for part funding as well as designing of the courses to be supported under this scheme. Industry associations such as CITI, SIMA, FICCI etc.
Export Promotion Councils The Government will meet 75% of the total cost of the project, and balance 25% would be met from Fee/ Industry Contribution. However, in courses/ programmes (of Component – I) where it is not feasible to organise the beneficiary contribution, the Empowered Committee shall be authorised to approve a higher level of government assistance.
The training Courses/ curriculum, methodology etc. should be designed by a joint committee consisting of the Institution and the private partner.
Private sector participation will be ensured, and outcomes will be strengthened by incentivising training where the trainees get employed/self-employed after training is imparted.
The average cost per trainee (for the government) to be borne through the Scheme would be approximately Rs.7300/-.
Component – II : Details Under this component, The resources of the private sector will be harnessed by incentivising training through an outcome based approach.
The Ministry of Textiles would operate the Scheme in a PPP mode with the Industry Associations, established NGOs and Agencies with the requisite expertise in conducting large scale training programmes. The Strategy is to leverage on the existing infrastructure and substantial experience of all these stakeholders by ensuring their active participation from the design to the implementation stages of the project.
The Implementing Agency (IA) is required to formulate a comprehensive project for the proposed skill development, clearly highlighting the targets, the strategy for mobilization of trainees, training methodology, assessment and certification, training centres, industry linkages for the purpose of placement, and other relevant details. Each such project shall target to train at least 2500 persons over a maximum period of 5 years.
The IA may enter into partnership with service providers or agencies for delivery of the programme. However, the responsibility for design, execution and outcomes will rest solely with the IA.
Funding pattern: Each of the projects will be funded to the extent of 75% of the cost of the project, with an overall ceiling of Rs.7500 for each trainee who successfully completes training. Successful candidates will be certified by an accredited agency. In those cases, where 50% of the trainees are employed/self-employed within 6 months of receiving training, a bonus will be given as an incentive to the IA.

Biggest shopping festival of India

Gurgaon will host biggest shopping festival of India to showcase the millennium city. The festival is scheduled to begin from 27^th September on the occasion of World Tourism Day and will culminate on Haryana Day, 1^st November. This was revealed by the Deputy Commissioner Rajender Kataria, who is also Chairman of the organizing committee of the festival in a press conference organized today in hotel Leela Kampinski. He also unveiled the logo of the Gurgaon Shopping Festival and launched its website. The festival is being organized by Haryana Tourism Mart, REDCO Haryana, Haryana Tourism and District Administration jointly. Mr Kataria said that the festival will be organized with public-private-partnership and the organizing committee has prepared an action plan to showcase the rich cultural heritage of India to the visitors during the Common Wealth Games (CWG). During the games, about one lac visitors were expected to arrive in India and through this festival, we want to attract them to Gurgaon. He said that during the 36 day long festival, numerous programmes like cultural, entertainment, adventure sports would be organized involving the local stake holders besides providing best shopping deals from a wide range of national and international brands. The events and activities would be such that have never happened in north India.

He said that the objective of organizing grand shopping carnival was to promote Gurgaon as India’s Millennium city on the threshold of becoming a global, business and leisure hub. At the same time, the youth and corporate of Gurgaon and NCR would be exposed to adventure sports which were never seen before and also to Auto Mall where India’s largest multicity automobile exhibition would be displayed. According to Mr Kataria, the idea is to promote Gurgaon as one of the World’s most modern and progressive townships besides being a foremost shopping destination. He said that the festival would give a huge fillip to the industry and bring in the best shopping deals from a wide range of brands and retailers, showcase the marvelous handicrafts of Haryana and also a rare opportunity to experience the global cuisines from around the world in one single platter.

On the intimation of Mr Kataria, a two minute silence was also observed in memory of the road accident victims of district Gurgaon who lost their lives on Sunday when the canter carrying them fell into a ravine near Uttarkashi while they were on their way back from Gomukh. The chairman of REDCO Arun Anand announced a relief of Rs. 12 lakh from the next of kin of the deceased on the behalf of his organization.

Dr Naresh Trehan of Medicity Medanta said that no doubt Gurgaon is a millennium city and the problems here should be addressed jointly by the district administration and civil society. He said that since two months time was left for this major event, we must identify the priorities and form subcommittees to work on them.

The chairman of Haryana Tourism Mart Subhash Goyal, who is also co-chairman of the organizing committee, told about the plan of shopping festival while Amit Jain, a corporate, said that people from all spheres of life who are working in Gurgaon need to give a whole some experience to present the city as one of leading corporate hub। Honorary Secretary of REDCO Haryana Col. Prithvi Nath, General Secretary of Haryana Tourism Mart Major SK Yadav, Chief Coordinator Mahesh Behl, Event Manager Sandeep Kapoor were also present.

Haryana embodies the sole of the Handicrafts persons. Hare, amidst the throb of modern machines the ancient Handicrafts of the hand are still alive.

Embroidery, Weaving and Handlooms; Handicrafts

Haryana is quite famous for its woven work, be it shawls, durries, robes or lungis. The Haryana shawl is known as "Phulkari". It is an offshoot of the shawl from Kashmir. It is a spectacular piece of clothing, full of magnificent colors and intricate embroidery. Worn with a tight-fitting choli (blouse) and Ghagra (long skirt), it forms the basic winter wear for the women of Haryana. A deviation from the phulakri is the "bagh" (garden). In this case, the entire cloth is covered with embroidery. Traditionally, work on a phulkari commences from the time a daughter is born in the family and is given to her at her wedding.

Phulkari Handicrafts

Normally only one woman works on the design so that the uniformity is maintained. However, it is no surprise that the other women also contribute in little ways to its creation.

Traditionally, work on a phulkari commences from the time a daughter is born in the family and is given to her at her wedding. Against a red background, motifs of birds, flowers and human figures are stitched into the cloth. The design is fed into the cloth from the reverse side using darning needles, one thread at a time, leaving a long stitch below to form the basic pattern. The stitching is done in a vertical and horizontal pattern as well as variations from this standard format, so that when the phulkari is finally complete the play of light on its shiny surface can do wonders. Satin and silk is also used frequently to enhance the effect.

Durries Handicrafts

Haryana durries are rather coarse, although spectacular geometric designs adorn the entire rug. The Jats of Haryana are known to make durries with white triangles often set against a blue background. In Haryana, durrie making is concentrated in and around Panipat. Karnal is a hot spot for bright robes and lungis (a skirt-like garment worn by men and originally invented by Gautam Buddha), a common garment worn by inhabitants of rural India.

The turning process on a lathe smoothens the article by scraping and brushing. Punja Durrie/Block Printing Handicrafts

Cotton floor coverings or durries made in Haryana are by far the best on account of thear rich hues and weaves in bewildering patterns. The punja durries of Haryana are cool aesthetic and a hot selling item in the international market. The printing and painting of cotton cloth has won the hearts of millions in India and abroad.

Jute Handicrafts

Jute craft is new to Haryana and this craft is mainly practiced in urban areas i.e. in Karnal district. Besides this, there are few Handicrafts persons in Bhiwani Hissar, Faridabad practing this craft. The items mainly made with jute fibers are bags, curtains, jackets, mats, purses, floor covering etc.

Sandal/Bone/Wood Carving Handicrafts

Early builders fashioned wood into different shapes such as birds, animals and the human figures. Later these were carved on roots, pillars, pilasters, beams, brackets and corners. Sophisticated containers, chests, boxes, jewellary, trinkets, lamps, palanquins and images of gods, followed this. The most commonly used wood in Haryana is rosewood, shesham and sandalwood. Other articals made of bone include ornamental pins, bracelets, bangles, necklaces, perfume, jars and ear pins.

Jewellery Handicrafts

Haryana is famous for its jewellery, which is highly artistic and elaborate especially silver, bone and lac. It has the vigour and sturdiness in style associated with the children of the soil and the beauty of designs borrowed from simple motifs picked from the immediate environment. The motifs have been developed into artistic, stylized patterns like the mor-morni pattern, which occurs repeatedly. It is amazing how many of the old designs have remained unaltered through the ages, particularly in folk jewellery. For ornamentation repousse, chase, filigree and enamelling are and beads are blown into beautiful shapes and sizes.

Leather Craft (Tilla Juttis) Handicrafts

Tilla juttis of Haryana are sewn out f locally cured leather the ornamented with silk, metal embroidery, or designs done in applique with thin leather pieces of different colours. The designs are extremely delicate and the colours bright. An equally colourful item is the embroidered knucklepad.

Mudha/Basketry Handicrafts

Cane or rattan as it is called, is a kind of climbing palm with many joined stems. The stems are dried after removing the green sheath. It is extraordinarily strong. Cane sticks twisted together are used as cables and cordage in country crafts. Chairs called Moorahs are made of bamboo and cane. They are a major export item and are made in many parts of Haryana.

EXPORT GROWS 30.4% IN JUNE 2010: COMMERCE SECRETARY

ndia’s exports registered a growth of 30.4% in June, 2010, at US $ 17.75 billion as compared to $ 13.5 billion during June 2009. Announcing this at a press interaction here last evening, Shri Rahul Khullar, Commerce Secretary, stated that the first quarter (April-June 2010-11) exports reached a level of US $ 50.8 billion at a growth of 32.2% while the imports were $ 83 billion with a growth of 34% and a trade deficit of $ 32.2 billion.

The sectors which registered healthy growth in June include engineering (90%), petroleum & oil products (66%), gems & jewellery (24%) and chemicals (41%).

During the interaction, Shri Khullar informed that India’s imports in June were $ 28।3 billion, up by 23% while oil imports recorded a 25% growth in June.

TEXTILE MINISTRY RECONSTITUTES BOARD OF GOVERNORS OF NIFT

The Board of Governors of the prestigious NIFT has been reconstituted by Textile Ministry as the tenure of the previous Board expired on 31.03.2010. Thiru. Dayanidhi Maran, Textile Minister has included very prominent Textile industrialists and professionals figure in the newly constituted Board of Governors.

Thiru. Venu Srinivasan, Chairman TVS Motor Co. and Managing Director Sundaram Clayton Ltd. is the new Chairman of the Board of Governors of the National Institute of Fashion Technology (NIFT) now reconstituted. दिल्ली हाट के स्टाल का किराया तीन सौ साठ रुपया प्रतिदिन है

भारत में हाटों की परंपरा नई नहीं है। देश के विभिन्न भागों में हाट लगते रहे हैं। दिल्ली हाट दस्तकारों को भी एक प्लेटफार्म मुहैया करा रहा है दिल्ली की शुरूआत 28 मार्च 1994 को हुई थी।दक्षिणी दिल्ली में किदवई नगर में आईएनए मार्केट के सामने स्थित ‘दिल्ली हाट’ कुल छः एकड़ में फैला है।दिल्ली हाट के स्टाल का किराया तीन सौ साठ रुपया प्रतिदिन है। देश के सभी हिस्सों के दस्तकारों को यहां आने का मौका मिल सके। यहां देश के हस्तशिल्पियों की शिल्पकारी को देखना एक सुखद अनुभूति है। इसके अलावा हैंडलूम यानी हथकरघा के कपड़े भी यहां उपलब्ध हैं।बनारसी सिल्क साड़ी, मधुबनी पेंटिंग जैसी कई क्षेत्रीय चीजें यहां उपलब्ध हैं। पश्चिम बंगाल की कांथा साड़ियां राजस्थान के पारंपरिक पोशाक की खोज भी यहां आकर पूरी हो जाती है। कपड़ों के अलावा हाथ से बनी अन्य चीजें भी दिल्ली हाट में उपलब्ध हैं। यहां मिलने वाले स्वादिष्ट व्यंजन ‘दिल्ली हाट’ को खास बनाते हैं। भारत के विभिन्न प्रांतों के फूड स्टाल्स यहां लगे हैं। 1994 मे जब दिल्ली हाट की शुरूआत हुई थी तब देश के सभी पच्चीस राज्यों को यहां फूड स्टाल मुहैया कराए गए थे ताकि यहां आने वाले लोग दूसरे प्रांतांे के व्यंजनों का भी स्वाद ले सकें। भौगोलिक रूप से विविधताओं का देश तो हिन्दुस्तान है ही यहां के खान-पान में भी काफी विविधता है। दिल्ली हाट के डिप्टी मैनेजर रहे आरके शर्मा कहते हैं कि इसकी स्थापना का मुख्य उद्देश था कि बिचैलियों को हटाकर दस्तकारों को उनके उत्पाद का सीधा लाभ दिया जाए। कपड़ा मंत्रालय ने दस्तकारों की माली हालत सुधारने के लिहाज से लिया था। इसके अलावा यहां देश के विभिन्न राज्यों के खान-पान को भी एक स्थान पर मुहैया कराने की पहल की गई है।इसके पीछे यह सोच थी कि अपने प्रदेश के अलावा अन्य प्रदेशों के व्यंजनों से भी लोग परिचित हों। कहना न होगा कि ‘दिल्ली हाट’ की पहचान ही यहां मिलने वाले खांटी देशी उत्पादों और खाने वाले विविध व्यंजनों से बनी है। यहां आयोजित होने वाले सांस्कृतिक कार्यक्रम भी लोगों को आकर्षित करते रहे हैं। ‘दिल्ली हाट’ का बढ़ता आकर्षण ही है कि यहां देशी ग्राहकों के साथ-साथ विदेशी ग्राहकों की भी अच्छी-खासी संख्या खरीदारी में व्यस्त दिखती है।

दस्तकारों व बुनकरों को आर्टिजन और वीवर्स कार्ड उपलब्ध कराने की सरकारी घोषणा की हवा निकल गई है। महाजनों व बिचौलियों के चंगुल से बचाने के लिए सरकार ने सभी दस्तकारों व बुनकर आर्टिजन कार्ड तथा वीवर्स कड्रिट कार्ड उपलब्ध कराने की घोषणा की । सरकार ने अपने इरादे का काफी जोरशोर से प्रचार प्रसार भी कराया। लेकिन पिछले तीन सालों में नतीजा निकला ढाक के तीन पात। अधिकारियों व बैंकों की उदासीनता ने सरकार के संकल्प पर पानी फेर दिया। बुनकरों के हित की बात करनेवाले NGO भी कुछ नहीं कर रहे हैं। बुनकर और दस्तकार आज भी महाजन, बिचौलिए और बड़े व्यापारियों में फंसे हुए हैं। व्यावसायिक बैंक कड्रिट कार्ड देने मेंआनाकानी करते हैं। अधिकारियों या संबंधित विभाग के लोगों ने भी इसमें दिलचस्पी नहीं दिखाई। आर्टिजन कार्ड की स्थिति भी खराब है। ढाई साल पहले सरकार ने घोषणा कई कि हर दस्तकार को आर्टिजनकार्ड मिलेगा। यही कारण है कि राज्य में पंजीकृत बुनकर कल्याण समिति के सदस्य कहते हैं कि बुनकरों को कड्रिट कार्ड देने के मामले में बैंकों का रवैया ठीक नहीं है।

CM hoisted the highest national flag of National Capital Region ( NCR) in Gurgaon

Gurgaon, July 11- The Haryana Chief Minister Bhupinder Singh Hooda today hoisted the highest national flag of National Capital Region ( NCR) in Gurgaon. The tricolor has been installed by Flag Foundation of India at Leisure Valley Park of Gurgaon on a 101 feet high pole.

While answering to the questions of the media persons on the occasion, Mr Hooda said that everybody was equal under the national flag and no one was higher or lower. Every Indian see the national flag in high esteem and when it is hoisted, the national anthem is sung. At that time, every citizen of the country stand in attention posture as a respect to the national flag. He said that when one sees the Indian flag hoisting, one is filled with feeling of patriotism. The three colors of the tricolor are symbolic of prosperity, peace and power. Our martyrs have made supreme sacrifices to keep the national flag flying high, Mr Hooda said.

The highest national flag of NCR has been got installed in Gurgaon by the Flag Foundation of India( FFI) of which the Member of Parliament from Kurukshetra Naveen Jindal is the founder president. This national flag would keep on hoisting through out day and night. The 101 ft pole weighs 1.5 ton and its circumference at the base is 430 cm while at the top it is 110 cm. It has cost Rs 4.5 lakh and the flag measuring 20 by 30 feet is made up of Danear Fabric material which is water proof. This flag is larger in size than the flags put up at Rastrapati Bhawan, Parliament street and even the Red Fort. Two focusing lights of 400 watt each had been installed at the base of the flag so that the people can see the hoisting national flag even during the night. Mr Jindal said that efforts were going on to fly national flag at a height of 73 meter in Delhi before the onset of Common Wealth Games. The Delhi Government is yet to decide the appropriate place and it would be almost equal to the height of Qutub Minar which is 74.5 meter high. He said that the FFI would install national flags on 100 feet poles in every district of Haryana and the idea was to enable the people to see the tricolor in high esteem and feel proud. When the national flag is hoisted on top of the building, people see it as part of that building, Mr Jindal observed and said that the FFI wanted to install such high national flags in every state also. One such flag at 206 feet height has been installed at Angul in Orissa and the Kerala government has also given approval but before that a national flag would be hoisted at Kanyakumari which happens to be southernmost tip of India, Mr Jindal added.

The FFI has earlier got 6 such high national flags installed at various places। Five of the flags at Kurukshetra, Kaithal, Ladwa, Sonepat and Hisar were of 206 feet height while another pole at Musical Park Kurukshetra is of 100 feet height. The flag at Gurgaon is seventh. Cdr. K V Singh said that prior to December 2009, hoisting of national flag during night was prohibited and it could be hoisted only during the day time. The Flag Code of India was amended on 22nd December 2009, giving right to fly the national flag even during the night time. Fashion jewellery & accessories to meet global standards, Smt. Menon

Smt. Rita Menon, Secretary, Ministry of Textiles, called upon Indian manufacturers and exporters of fashion jewellery and accessories to apply safety and compliance upto global standards to become more competitive in the world market.

Declaring the Show open, she said “the more you grow, the more you have to follow the global standards related in the safety at workplace and compliance as per the global standards”.

She also said that the downfall in demand of precious jewellery has resulted into greater demand of the fashion jewellery and accessories worldwide.

She urged the Indian exporters and manufacturers to make India a hub of handcrafted jewellery taking advantage of availability basic raw materials and skilled workforce.

“The world market for fashion accessories is estimated to be of the order of 16.3-billion-dollar and India’s share in the same has been very negligible. Therefore, there is a great scope for further increasing exports of Indian fashion accessories and jewellery,” Smt. Menon said.

She further said that there is a big sort of potential in this segment and such dedicated and focused shows such as Indian Fashion Jewellery and Accessories Show (IFJAS) should be organized for the benefit of manufacturers as well as overseas buyers.

On the occasion, Smt. Menon felicitated the pioneers of the fashion jewellery and accessories segment of the Handicrafts Sector and further said that this would give a due recognition to the old timers who worked hard to establish this segment and the IFJAS 2010 is the right place to honour them.

She also mentioned that in addition to setting up of this new show and to be held on yearly basis, EPCH has also decided to make aggressive efforts for participation in the overseas business specific trade shows, organizing BSMs in target and upcoming markets.

Earlier, in his welcome address, Mr. Raj Kumar Malhotra, Chairman, EPCH
said that this show is part of the overall drive of EPCH to promote and expand horizons of key segments of the Handicrafts Sector. Fashion jewellery and accessories has tremendous potential world wide. Even despite recession in the world, the market for fashion accessories continued to benefit and remained stable.

Mr. Malhotra further said that “foreign buyers are of the view that range, types and designs available from India are not only wide and varied but also very attractive in price, quality and finish etc.”

EPCH Chairman said he is also expecting foreign direct investment in this segment as a result of this show. Many buyers and importers may want to invest in Indian entrepreneurs and for setting up new units to produce goods of their requirement taking into account the Indian skills, raw materials etc.
