देश का हस्‍तशिल्‍प निर्यात जनवरी 2011 तक 8614 करोड़ रूपये पहुंच गया। पिछले वित्‍त वर्ष 2009-10 की तुलना में समान अवधि के दौरान 18 प्रतिशत वृद्धि हुई। कपड़ा मंत्री श्री दयानिधि मारन ने आज यहां अंतर्राष्‍ट्रीय आभूषण सम्‍मेलन ‘’आभूषण – ज्‍वेलरी में डिजाइन संवाद’’ का शुभारंभ किया। इस अवसर पर श्री दयानिधि मारन ने कहा कि भारतीय हस्‍तशिल्‍प का निर्यात पिछले वित्‍त वर्ष 2009-10 में 11224 करोड़ रूपये था। मंत्री महोदय ने कहा कि हस्‍तशिलप उद्योग स्‍थानीय संसाधनों और स्‍थानीय प्रयासों के इस्‍तेमाल पर आधारित अनुपम उदाहरण है। अनुमान है कि इस क्षेत्र में करीब 65 लाख दस्‍तकार अपनी आजीविका के लिए निर्भर है। हस्‍तशिल्‍प दस्‍तकारों के जीवन में सुधार के उद्देश्‍य से कपड़ा मंत्रालय उन्‍हें विपणन सहायता उपलब्‍ध कराता है। उन्‍होंने आशा व्‍यक्‍त की, कि अंतर्राष्‍ट्रीय आभूषण सम्‍मेलन दुनियाभर के दस्‍तकारों और डिजाइनरों को सहयोग बढ़ाने का मंच उपलब्‍ध कराएगा।

25th Surajkund Crafts Mela 2011 Inaugurates

Tourism Minister Union Minister for tourism Shri Subodh Kant Sahai has called for more stress on ethnic tourism in the country. Inaugurating the 25th Surajkund Crafts Mela 2011 at Surajkund near Delhi he said, fairs like this project the rich cultural heritage of the country in a proper perspective.

The minister also released a special postage cover and a postal stamp brought out by Department of Post on the occasion.

Andhra Pradesh is the theme state in the Mela this year. Participation of Uzbekistan, Russia, Sri Lanka, Syria and Thailand makes it more colorful and diverse this time. Uzbekistan is the Partner Country of 25th Surajkund Crafts Mela 2011. It is one of the six independent Turkic states. It is a doubly landlocked country in Central Asia, formerly part of the Soviet Union.

Indian Artisans – A Dying Workforce

ise, the industry here is caught in the midst of a dilemma. The increasing number of orders is good news indeed, especially coming after a bad recessive year, when the buyers for handmade Indian crafts significantly dropped. But a serious dearth of skilled workers is threatening the industry’s growth prospects. The shortage of skilled artisans is not a sudden event as the numbers have steadily been dwindling over the past years. There are many reasons why the children of artisans and the younger generation craftsmen are turning away from these traditional crafts:
Lack of consistent demand

This industry, by its very nature, is fickle where the demand is concerned. The demand is predominantly seasonal with Christmas time bringing in almost unmanageable bulk orders while the period beyond that is almost dry. Young artisans find this massively fluctuating demand unnerving and feel that they cannot depend on this unpredictable industry for their livelihood.

Absence of guaranteed earnings

Due to the fluctuating demand, it is very difficult for Indian artisans involved in traditional arts and crafts to earn a steady income all through the year. In comparison, a government job or employment in the organized sector ensures a guaranteed monthly salary. As artisan families are rarely affluent enough to get by without earnings from the sale of their handmade wares, the lure of an assured paycheck month on month is naturally enticing.
Lack of access to buyers

The Indian handicrafts market is highly disorganized. Only a handful of the more enterprising craftsmen have links with the right dealers and government showrooms. This allows them to reap the benefits of proper marketing and organized sales. For the others lost in the by-lanes of the massive country, reaching buyers is a tough task in itself. International tourists only visit known repositories of traditional wares like advertised showrooms and government sponsored exhibitions for their purchases. Craftsmen practicing their trades without such backing remain undiscovered.
Lack of regulation

In the absence of strong government regulation of the handicrafts market, traditional artisans get only a fraction of what their pieces actually sell for in the global markets. Although many efforts are on to bring these master craftspeople to the market directly, the changes have not permeated to all levels of this industry. Unless all craftsmen get fair pricing and have steady demand throughout the year, keeping the tradition alive is going to be a difficult task.

The waning interest among the next generation of craftsmen in taking up their ancestral trade is evident at shows and exhibitions. One can see that nearly all stalls at such events are manned by elderly artisans, well past the age of retirement in business parlance. The youngsters are not keen on working long, hard hours for meager and unpredictable earnings. There is no answer yet to the one question, that haunts the thoughts of these master craftsmen: “Who will keep my art alive after I am gone?”. It can only be hoped that some timely intervention will save the exquisite Indian crafts from waning away.

भारत सरकार के वस्त्र मंत्रालय के विकास आयुक्त ( हस्तशिल्प) द्वारा हस्तशिल्प निर्यात संवर्धन कार्यक्रम के अंतर्गत सांगानेर के युवा राष्ट्रीय पुरस्कार प्राप्त सिध्हस्त शिल्पी बृज बल्लभ उदयवाल 14 से 18 जनवरी 2011 तक होने वाले आयोजन "अटलांटा इंटरनेशनल गिफ्ट एंड होम फर्निशिंग मार्केट" अटलांटा अमेरिका में सांगानेर कि विश्व प्रसिद्ध हाथ ठप्पा छपाई कला का जीवंत प्रदर्शन के लिये हुआ है. जिसके अंतर्गत प्राकृतिक एवं वानस्पतिक रंगों के प्रयोग को विभिन्न प्राकृतिक कपड़ो पर सांगानेरी रंगाई एवं छपाई के माध्यम से दुनिया भर के आये हुए आयातकों के सामने प्रस्तुत किया जायेगा. ज्ञात हो कि विगत कई दशकों से सांगानेर कि हाथ ठप्पा छपाई कला हजारों करोड़ विदेशी मुद्रा अर्जन करती रही है एवं अनुमानत प्रति वर्ष सांगानेर जयपुर से $ 200 करोड़ का व्यापार होता है जिससे लगभग 2000 परिवारों का रोजगार चलता है, आशा है कि यह प्रदर्शन निर्यात को और बढ़ावा देने में सहयोगी होने के साथ ही अधिक रोजगार उपलब्ध करने का उचित माध्यम साबित होगा.

कपड़ा मंत्रालय के अधीन कार्यरत विकास आयुक्‍त (हस्‍तिशल्‍प) का कार्यालय हस्‍तशिल्‍प में निपुण लोगों को उनके उत्‍पादों के विपणन एवं प्रदर्शन के लिए एक मंच प्रदान करने के उद्देश्‍य से हस्‍तिशल्‍प सप्‍ताह के अंतर्गत 6 से 20 दिसंबर, 2010 तक आईएनए मार्केट के सामने स्थित दिल्‍ली हॉट में क्राफ्ट कार्निवाल (हस्‍तशिल्‍प स्रोत का प्रदर्शन) का आयोजन कर रहा है।इसमें 170 से भी अधिक निपुण हस्‍तशिल्‍पी अपने विशिष्‍ट उत्‍पादों की बिक्री के लिए उसे जनता के सामने रख रहे हैं ।कल पहली बार खरीददार-विक्रेता बैठक आयोजित की गई थी, ताकि बड़ी मात्रा में खरीददारी करने वाले लोगों और निर्यातकों का हस्‍तशिल्‍पियों के साथ सीधा संपर्क कायम हो सके और वे विपणन से जुड़ी समस्‍याओं को समझते हुए नियमित तौर पर व्‍यापारिक संबंध कायम कर सकें ।इस बैठक में 50 संभावित खरीददारों/निर्यातकों ने भाग लिया । भारत सरकार की ओर से कपड़ा मंत्रालय में सचिव श्रीमती रीता मेनन और विकास आयुक्‍त (हस्‍तशिल्‍प) श्री आर. एन. चौबे ने अपने-अपने अधिकारियों के दल के साथ भाग लिया ।भारतीय फैशन डिजाइन परिषद (एफडीसीआई) के अध्‍यक्ष श्री सुनील सेठी ने विभिन्‍न हस्‍तकौशल उत्‍पादों की मांग और आपूर्ति, चीन जैसे पड़ोसी देशों के साथ प्रतियोगिता और समस्‍याओं को हल करने के बारे में अपने अनुभव बांटे, ताकि इनके निर्यातकों को मजबूत किया जा सके ।कपड़ा सचिव श्रीमती मैनन ने कहा कि सार्वजनिक-निजी भागीदारी के अधीन आधारभूत सुविधाएं विकसित करने के लिए मंत्रालय के पास योजनाएं हैं । ऐसा माना जाता है कि इसमें भाग लेने वाली एजेंसियों ने विभिन्‍न उत्‍पादों की आपूर्ति के लिए 2.50 करोड़ रुपये मूल्‍य के तत्‍काल आर्डर दिए ।

शिल्‍पकारों के भत्‍ते का 12 प्रतिशत अंशदान एडब्‍ल्‍यूएफ में करना

सूक्ष्‍म, लघु और मध्‍यम उद्यम राज्‍यमंत्री (स्‍वतंत्र प्रभार) श्री दिनशा पटेल ने आज एक लिखित प्रश्‍न के उत्‍तर में बताया कि खादी एवं ग्रामोद्योग आयोग (केवीआईसी)/राज्‍यों/संघ राज्‍य क्षेत्रों के खादी एवं ग्रामोद्योग बोर्डों के साथ पंजीकृत खादी संस्‍थानों के लिए शिल्‍पकारों की सुरक्षा में बढ़ोतरी करने और आवश्‍यकता के समय अन्‍य सहायता देने के लिए शिल्‍पकार कल्‍याण निधि (एडब्‍ल्‍यूएफ) बनाना अपेक्षित है। शिल्‍पकार कल्‍याण निधि न्‍यास के प्रमुख कार्यों में शिल्‍पकारों को बेटी के विवाह, चिकित्‍सकीय उपचार आदि जैसे अवसरों पर जब और जैसे अपेक्षित हो वित्‍तीय सुरक्षा प्रदान करना शामिल है। एडब्‍ल्‍यूएफ को प्रदान की गई राशि सामान्‍यत राष्‍ट्रीयकृत बैंकों में फिक्‍सड डिपॉजिट में रखी जाती है। खादी संस्‍थानों के लिए शिल्‍पकारों के भत्‍ते का 12 प्रतिशत अंशदान एडब्‍ल्‍यूएफ में करना अपेक्षित है, जिसके लाभ खादी संस्‍थानों के वैतनिक कर्मचारियों के अलावा सभी शिल्‍पकारों को प्रदान किए जाते हैं। प्रत्‍येक शिल्‍पकार के संदर्भ में एक अलग खाता, जिसमें उसके द्वारा किया गया योगदान संस्‍थान द्वारा किए गए अंशदान सहित दर्शाया गया हो, अनुरक्षित किया जाता है। किसी शिल्‍पकार की मृत्‍यु होने की स्थिति में एडब्‍ल्‍यूएफ में उसके क्रेडिट की समस्‍त राशि का भुगतान उसके कानूनी उत्‍तराधिकारी अथवा नामांकितों को कर दिया जाता है। आंध्रप्रदेश सहित देश में एडब्‍ल्‍यूएफ द्वारा शिल्‍पकारों को प्रदान की जाने वाली सहायता/मदद के संदर्भ में जिला-वार सूचना का केन्‍द्रीय तौर पर अनुरक्षण नहीं किया जाता है।

हस्तशिल्प विभाग ने इस बार बहुत ही कम मेलों का आयोजन कर रहे हैं.जिससे कारीगरों को परेशानी का सामना करना पड़ रहा है| अगर मेले लगा भी रहे हैं तो यह भी कारीगरों की पहुँच से बहार हैं कई कारीगर तो अपनी कला को छोड़ परिवार का खर्चा चलाने के लिए या तो रिक्शा चला रहें हें या फिर मजदूरी कर घर चलाने को मजबूर हें|
कारीगरों ने बाताया कि मेले नहीं लग पाने के कारण कारीगर आज भूखे मरने कि कगार पर हैं| अगर कारीगर इतना धनी व पैसे वाला होता तो मेलों स्टाल लगाने कि क्या जरुरत होती | रोजी - रोटी का यही एकमात्र साधन है| जिससे अपनी आजीविका चलती हैं| जैसे किसान को बारिश का इंतज़ार रहता है उसी तरह शिल्पियों को जब भी कहीं मेले लगने कि सुचना मिलती है तो कारीगर ख़ुशी से फुले ही नहीं समाते हें हस्तशिल्प विभाग से कारीगरों कि मांग है कि ज्यादा से ज्यादा संख्या मैं मेले लगाएं ताकि कारीगरों का ज्यादा से ज्यादा माल मेलों मैं बिक सके

दिल्ली के कारीगरों द्वारा बनाए गए ग्रोमोद्योग के आईटम भी देखने को मिलेंगे

फरीदाबाद। हर साल की तरह इस साल भी राज्य स्तरीय खादी ग्रामोद्योग प्रदर्शनी सेक्टर-12 स्थित हुडा के मैदाम में 4 से 19 दिसंबर तक चलने वाली इस प्रदर्शनी में इस बार खादी के साथ-साथ रेडिमेड गारमेंट्स की धूम रहेगी। भारत सरकार के सूक्ष्म, लघु एवं मध्यम उद्यम मंत्रालय के तहत खादी ग्रामोद्योग मंडल, कुरुक्षेत्र द्वारा पिछले दस सालों से खादी को बढ़ावा देने के लिए यह प्रदर्शनी लगाई जा रही है। प्रदर्शनी के संचालक देवेंद्र शर्मा ने बताया कि इस बार इस प्रदर्शनी में 100 स्टॉल होंगे। इस बार खादी के साथ फैशन का अनूठा मिश्रण देखने को मिलेगा। प्रदर्शनी में महाराष्ट्र, उत्तर प्रदेश, राजस्थान, गुजरात, जम्मू-कश्मीर, पंजाब और दिल्ली के कारीगरों द्वारा बनाए गए ग्रोमोद्योग के आईटम भी देखने को मिलेंगे। खादी ग्रामोद्योग आयोग के पूर्व अध्यक्ष डा. जसवीर सिंह इस प्रदर्शनी का उद्घाटन करेंगे।

M.P. Pavilion - Showcase of States Development

Madhya Pradesh Commerce & Industry Minister Shri Kailash Vijayvargiya today invited the investors to come and invest in the state as the state has conducive atmosphere and has immense potential which can be tapped. LOW INTEREST LOAN TO WEAVERS

Under the Comprehensive Handloom Cluster Development Scheme (CHCDS) introduced for integrated and holistic development of mega handloom Clusters, provision inter-alia exist for credit at concessional rate from lending Institutions. However, so far the proposals of the mega clusters have not matured to avail credit at concessional rate under the said scheme. This information was given by the Minister of State for Textiles, Smt. Panabaaka Lakshmi in a written reply in the Rajya Sabha today to a question raised by Shri Narendra Kumar Kashyap.
The Minister further stated that loan is not extended under any of the schemes of the office of the Development Commissioner for Handlooms, Ministry of Textiles. However, to make the beneficiaries avail the working capital loan from the Banks, an amount of Rs.1279.693 lakh has been released as margin money during the last three years under Integrated Handlooms Development Scheme(IHDS).

DAYANIDHI MARAN PRESENTS SHILP GURU & NATIONAL AWARDS TO MASTER CRAFTSPERSONS & MASTER WEAVERS.

Thiru Dayanidhi Maran, Textiles Minister, presented Shilp Guru Awards and National Awards for the year 2007 and 2008 to handicrafts artisans, master crafts person and master weavers at a glittering ceremony held here today.
While speaking on the occasion, Thiru Maran said that these are not just Awards but the Nation’s gratitude shown to all master crafts persons and weavers for their outstanding contribution in the field of handicrafts and handlooms. While giving the details for the exports of handicrafts and handlooms for the current year, Thiru Maran said that exports of the handicrafts during April – October has touched US $ 1.07 billion , as against US $ 864 million in the corresponding period of 2009-10, denoting an increase of 24 per cent over the previous year. Whereas exports of the handlooms during April – July were US $116.76 million, as against US $71.65 million during the corresponding period of last year, denoting an increase of 63%. The target set for the exports of handlooms is Us $ 300 million during the current financial year, Thiru Maran added. He expressed the hope that Shilp Gurus , Masterweavers and Mastercraft persons and the entire handlooms and handicrafts sectors will strive for achieving the export targets set by the Government.
Thiru Maran expressed the satisfaction over the several schemes of the Textiles Ministry being implemented to help the artisans and weavers to upgrade their skills and processing techniques so as to enable them to obtain additional income, Thiru Maran said. He said that financial assistance of Rs. 70 crores is given to each mega clusters to provide infrastructure and production facilities through adoption of Comprehensive Handloom Cluster Development Approach. In addition, the Ministry has also launched recently Integrated Skill Development Scheme for the upgradation of the skills of 30 lakh workers in 5 years with an outlay of Rs. 2400 crore. These workers include 13 lakh handicraft artisans and over 1.5 lakh handloom artisans, Thiru Maran said.
Thiru Maran further said that Textile Ministry is seriously considering to launch a dedicated scheme at a cost of Rs. 136 crore for North-Eastern Region for providing handicraft artisans belonging to that region facilities for design development ,marketing, infrastructure and skill ulpgradation.
During the ceremony, Thiru Maran presented Shilp Guru Awards to 20 handicraft artisans and 91 National Awards to the master craftspersons and master weavers.
At the function, Smt. Panabakka Lakshmi also addressed the gathering and highlighted the various welfare schemes for handloom weavers and handicrafts artisans being implemented by the Textiles Ministry.
The function was attended by Smt. Rita Menon, Secretary. Textiles, development Commissioner (Handlooms), Development Commissioner (Handicrafts) and senior officials of the Ministry.
BACKGROUND: (A)The Shilp Guru Award for the Mastercraftspersons was introduced during the year 2002 on the occasion of “ Golden Jubilee Year of Handicrafts Resurgence in India and these awards are conferred to legendary mastercraftspersons of Handicrafts whose work and dedication have contributed not only to the preservation of rich and diverse craft heritage of the country, but also to the resurgence of handicrafts sector as a whole.
Each Award consists of one mounted gold coin, one shawl and a citation. In addition, financial assistance to the extent of Rs. 6.00 lakhs is also gien to each selected Shilp Guru to innovate and create 5 new products of high level of excellence, high aesthetic value and high quality befitting the stature of the Guru.
(B) National Awards to Master Craftspersons and masterweavers were introduced in 1965. The award comprises of a cash prize of Rs.1,00,000/-, a Certificate, Tamrapatra and an Angavastram

एक दिसम्बर से राष्ट्रीय खादी, हस्तशिल्प महोत्सव झारखंड राज्य खादी एवं ग्रामोद्योग बोर्ड अपनी स्थापना की छठी वर्षगांठ के अवसर पर एक दिसम्बर से 21 दिसम्बर तक रांची के मोरहाबादी मैदान में राष्ट्रीय खादी, हस्तशिल्प एवं सरस महोत्सव का आयोजन करने जा रहा है। महोत्सव का उद्धाटन दिनांक 10 दिसम्बर को राष्ट्रपति श्रीमती प्रतिभा देवी सिंह पाटील करेंगी। कार्यक्रम की तैयारियों के संबंध में झारखंड राज्य खादी एवं ग्रामोद्योग बोर्ड के अध्यक्ष, जयनन्दू ने बैंक के वरिष्ठ पदाधिकारियों एवं राज्य शासन के पदाधिकारियों के साथ बैठक की। राज्यपाल के प्रधान सचिव सुधीर त्रिपाठी, ग्रामीण विकास विभाग के सचिव एस.के. सतपथी, उद्योग सचिव ए.पी. सिंह, उपायुक्त के.के. सोन, भारतीय स्टेट बैंक के उप महाप्रबंधक पी. चक्रवर्ती एवं बैंक आफ इंडिया के उप महाप्रबंधक त्रिलोचन सिंह के साथ बैठकें की गयीं। अन्य विभागों एवं प्रतिष्ठानों से भी सम्पर्क किया जा रहा है। झारखंड राज्य खादी एवं ग्रामोद्योग बोर्ड द्वारा अब तक राष्ट्रीय स्तर के 6 महोत्सव किये गये हैं।

Postpone the Nature Bazaar

Crafts of India Gallery at INA Metro Station to Showcase Handlooms and Handicraft Works

Shri Dayanidhi Maran, Minister of Textiles, while inaugurating the “Crafts of India Galleries” at INA metro station here today, stated that his Ministry has been enabling in the development of handicrafts and handloom sector in order to ensure that crafts persons and weavers who are the examples of living traditions are helped in showcasing their works at an appropriate platform. The Textiles Ministry is also making a constant effort to acquaint people from all walks of life, particularly the youth of India and the foreign visitors with the exquisite handlooms and handicrafts of the country which are an intrinsic part of the ‘Incredible India’ story, he informed. Shri Jaipal Reddy, Minister of Urban Development, Smt. Sheila Dikshit, Chief Minister of Delhi, Smt. Panabaaka Lakshmi, Minister of State for Textiles, Ms. Rita Menon, Secretary, Textiles and Shri E. Sreedharan MD, Delhi Metro Rail Corporation Ltd. were also present on the occasion.
The Minister observed that Metro Stations are popular spots in Delhi, attracting large number of footfalls every day. It was felt that showcasing the strength of Indian tradition of crafts and weaves at Metro Stations would be an excellent way to acquaint the commuters with the depth and richness of traditional crafts and weaves. Therefore, select forms of paintings, crafts tradition and weaves were accordingly chosen, characterizing the ethos and styles from across the length & breadth of the country depicting the richness of its tradition and its diversity.
The crafts of India gallery at INA Metro Station will showcase 58 Panels crafted by Master crafts persons and Weavers from Handloom & Handicrafts sector. It has 16 panels of hand embroidery, 10 panels of hand woven artifacts and 22 panels of traditional paintings and murals depicting crafts, weaving style and paintings as detailed below:

Information panels have been put at each of the 3 entrances of the Metro Station providing information about the crafts displayed. This project has entailed an investment of Rs.1.87 crores from Ministry of Textiles.
Later Shri Maran informed that the Ministry of Textiles has also prepared a coffee table book indicating nuances of the artifacts displayed at this station to supplement the “Crafts of India” project. This coffee table book will be sold at Dilli Haat, Central Cottage Industries Corporation (CCIC) showroom and at the INA Metro railway station. This book has details of all the panels exhibited at the station. During the inauguration function, Secretary (Textiles) handed over the artifacts to MD DMRC.
